Capital Planning for a City That Grew Twelvefold in Seven Years
Kent, Washington sits in the Green River Valley between Seattle and Tacoma, with a 2020 census population of approximately 136,000, making it the sixth-largest city in the state. Kent’s growth history is extreme even by Puget Sound standards: from 1953 to 1960, the city’s population grew twelvefold, and the city is divided into three distinct geographic regions, East Hill, the Valley, and West Hill, each with a different housing and building profile. Pacific Building Solutions holds Washington Contractor License #PACIFBS831MK and serves Kent alongside neighboring Auburn, Renton, and Tukwila.
We do not perform small residential repairs or new construction. Our work is focused on large-scale commercial and multi-family exterior services for HOA boards, property managers, construction attorneys, and ownership groups.
Capital Planning and Envelope Services for Kent’s Three Regions
Exterior Capital Improvement
Kent’s East Hill neighborhood carries the bulk of the city’s HOA-governed condo and townhome multi-family stock, much of it dating to the explosive 1953-1960 growth window and subsequent decades of suburban buildout. We provide the phased scheduling, documentation, and reserve study reporting discipline reserve-funded capital programs require, informed by which of Kent’s three distinct regions a property sits in.
Exterior Envelope Remediation
Full envelope assessment accounting for the Green and White River flood history that shaped development patterns across the valley floor, distinct from East Hill’s more elevated, residentially zoned terrain.
Multi-Family and HOA Siding Replacement
Large-scale siding replacement for East Hill condo and apartment communities, with James Hardie fiber cement, Cedar, Craneboard, and Stucco/EIFS systems.
Why Kent’s Three Regions Need Three Different Approaches
- A City Grew Twelvefold in Seven Years: From 1953 to 1960, Kent’s population grew twelvefold, driven by post-war industrial expansion. Buildings from this concentrated era often reach maintenance thresholds close together.
- Flood History Shaped the Valley: Frequent flooding from the Green and White Rivers was a persistent problem until the Howard A. Hanson Dam was completed in 1962, and the valley floor today is dominated by warehouses rather than housing.
- East Hill Carries the HOA Market: Downtown Kent sits on the east side of the valley, with East Hill above it carrying most of the city’s residential and HOA-governed multi-family stock, distinct from the industrial valley floor and West Hill.

Kent Capital Planning Questions We Hear Often
Which part of Kent has the most HOA-managed multi-family housing?
East Hill carries the bulk of Kent’s HOA-governed condo and townhome inventory. The valley floor below is almost entirely warehouses and industrial development, while West Hill is more mixed. We tailor our assessment approach to which region a property sits in.
Does the Green and White River flood history still matter for buildings today?
For East Hill properties, not directly, since the flood control dams resolved most of the historical flooding risk on the valley floor by 1962. We mention it mainly because it explains why Kent’s development pattern concentrated residential growth on the hills rather than the valley floor.
How do you plan capital projects across a portfolio spanning multiple Kent neighborhoods?
We build reserve schedules that reflect each building’s actual construction era and condition rather than assuming uniformity across a whole portfolio, which matters in a city as geographically varied as Kent.
Is Pacific Building Solutions licensed to work in Kent and King County?
Yes. We hold Washington Contractor License #PACIFBS831MK, which covers the full state of Washington including King County and Kent, and Oregon Contractor License #215897 for ownership groups with properties across the Pacific Northwest.
Kent: From a Hops Boomtown to a National Warehouse and Distribution Hub
Kent officially became a city on May 28, 1890 with a population of 793, the second city incorporated in King County after Seattle. A hops boom made Kent the world’s top hops producer until an aphid outbreak destroyed crops in the 1890s, and the city was later known as the Lettuce Capital of the World during the Great Depression.
Boeing began building facilities in Kent in 1965, and the manufacturing and distribution industry here now ranks fourth among markets in the United States, home to Blue Origin’s headquarters and large Amazon and Boeing facilities.
Kent’s population grew from just under 9,000 in 1960 to over 136,000 in 2020, making it one of the most diverse midsize cities in the country. The Green River flows through the western edge of the city, and the Interurban Trail follows the old electric rail line that once connected Kent to Seattle and Tacoma.
Downtown Kent still reflects the city’s early hops and agricultural wealth in its historic commercial buildings, even as the surrounding valley floor has become dominated by regional distribution centers.
